Military Assistance Operations in Armed Conflict: A Study of Norway’s Legal Obligations in Relation to the Assisted Party’s Conduct

Abstract

During the breakfast briefing, Marthe Engedahl will present her ongoing PhD project on military assistance operations and questions related to Norway’s obligations under international law for their military partners’ conduct during international and non-international armed conflict. The focus is on the obligations flowing from the special fields of international humanitarian law (IHL), international human rights law (IHRL) and arms control regimes as well as general international law, including the rules on state responsibility.

During her presentation, Marthe will outline the conceptual framework of the thesis, the overall research questions, and the identified sub-questions and research design. As a part of this, Marthe will also address the thesis’ particular focus on Norway and her initial thoughts on the relevance for other states.

About the Speaker

Marthe is a former military legal advisor of the Norwegian Armed Forces and served six months in Iraq in 2018-2019. Currently, Marthe is a PhD candidate in law at the Faculty of Law, University of Bergen, and is expected to complete her PhD in spring 2026.
