The Tartupaluk (Hans Island) agreement – what does it contain and why did the negotiations succeed? ‘

Abstract:

On 14 June 2022 the government of Canada and the government of the Denmark together with the government of Greenland signed a historic agreement. The agreement is a “3-in-1” agreement and establishes a land boundary on Tartupaluk (Hans Island), a single maritime boundary within 200 nautical miles, including the Lincoln Sea and a continental shelf boundary beyond 200 nautical miles in the Labrador Sea. The maritime boundary spans a total of 3962 km, making it the longest maritime boundary in the world. The briefing will address the content of the agreement and give insights from the negotiations.  

About the speaker:

Mr. Henning Dobson Fugleberg Knudsen, Chief Councel, Danish Ministry of Foreign Affairs has for more than a decade been responsible for UNCLOS matters within the Kingdom of Denmark, including submission of data regarding continental claims south, north east and north of Greenland to the Commission on the Limits of the Continental Shelf (CLCS). 

Henning has acted as legal councel and Deputy Head of Delegation in a number of delimitation negotiations inter alia with Iceland, Norway and Poland. Furthermore, he acted as legal councel and Deputy Head of Delegation in the negotiations with Canada regarding the sovereignty over Hans Island and delimitation of continental shelf beyond 200 M south of Greenland.

Henning holds master degrees in law from the University of Aarhus, the University of Oslo and the University of Tromsø, respectively, and has worked as Attorney-at-Law in Norway, Denmark, USA and Greenland. Henning is admitted to the bar in Denmark.   

Henning is listed as Expert on Maritime Boundary Delimitation at IHO and as Conciliator and Arbitrator under UNCLOS Annex V and VII.
