Russia's shadow fleet has become a key mechanism for sanctions evasion and revenue generation, while raising growing concerns about maritime security, surveillance, and accountability in Nordic-Baltic waters. Bringing together expertise from international law, security studies, and open-source investigations, this roundtable will explore the accountability gaps surrounding these activities and discuss possible legal and policy responses.
