N2 - The purpose of this report is to discribe, analyse and assess the varying methods of operationalising ethical principles within European regulation of biotechnology, with the inclusion of proposals for different tools and models for use in future regulation. The aim of the report is first and foremost to serve as a practical resource for use in evolving regulation, political support, and democratic and debating activities in different domains in response to rapid advances in biotechnology, and the ethical concerns that follow in its wake.
