Niilo Kauppi & Mikael Rask Madsen (eds.), Transnational Power Elites: The New Professionals of Governance, Law and Security (London: Routledge, 2013)

Global governance has become the new all-encompassing notion used for explaining a whole range of political and legal structures at the global level. Not unlike the many attempts in European studies to describe the unique legal and political construction of the EU, the global governance literature tends to describe global governance in quite similar terms as new and different constellations and layers of institutions and political actors. While this provides interesting descriptive analysis of new forms and constellations of institutions and agency, it only superficially provides an explanation of how global governance actually works.

Drawing on new empirical research on operators of globalization, Transnational Power Elites argues that that to make global governance intelligible we need to study a neglected but crucial phenomenon, namely the development of the social division of labour in transnational society and more specifically in the fields of politics, law and economics. In order to get to this level of understanding, the book examines the individuals and groups who are increasingly rooted in an evolving transnational society. This analysis then helps explain the rise of new forms of power as they are developed by new transnational power elites, operating in, around and beyond global institutions.
