Enhancing the Policy Framework for Offshore Wind Energy in the Mediterranean (WINDMED)
The WINDMED project aims to examine and address policy challenges for the development of offshore wind energy in the Mediterranean.
The WINDMED project will deliver relevant and applicable policy recommendations. This seed-fund project will carry out a pilot case study on Italy, with the support of the Royal Danish Embassy in Italy and the Italian Embassy in Denmark. Through an interdisciplinary and multi-stakeholder approach, WINDMED will shed light on the key legal, political, and societal factors affecting the establishment of offshore wind farms and propose policy interventions to facilitate the increase of offshore wind generation capacity.
The development of offshore wind energy is a key strategic priority for the achievement of the Paris Agreement goals. The International Energy Agency estimates that, for a trajectory consistent with the target of net-zero emissions by 2050, global wind energy capacity must increase 11-fold by 2050, with the offshore component reaching 20% of global wind installations. For the European Union (EU), expanding the offshore wind power capacity is paramount not only to tackle climate change, but also to reduce reliance on imported fossil fuels and strengthen energy security.
At the same time, the uptake of offshore wind energy is taking place at a considerably different pace across EU regions. While the North Sea has been dubbed as ‘The green power plant of Europe’, offshore wind development in Mediterranean countries is still incipient, with currently only one operational wind farm located in Apulia (Southern Italy). Against this background, the WINDMED project aims to identify and address the main policy challenges, and advance targeted recommendations to enhance the development of offshore wind in Italy and the broader Mediterranean region.
The project will produce a policy report, to be presented in the autumn of 2024.
