Teresa Roa Martínez

Teresa Roa Martínez is a predoctoral researcher (July 2024–present) at the Universidade de Vigo in Spain, funded through a competitive predoctoral fellowship awarded by the Xunta de Galicia. Her doctoral research examines the liability of public administrations for harms arising from climate change, analysing how administrative decision-making, scientific evidence, and evolving climate obligations shape public administrations’ liability and the broader development of climate litigation. Teresa is interested in both public law and environmental law, and she holds a Master’s degree in Environmental Law and a Master’s degree in Legal Practice. During the current academic year, she is part of the administrative law teaching staff at the Universidade de Vigo.

Prior to beginning her doctoral studies, Teresa practiced as a lawyer, focusing on public procurement, administrative liability, urban planning, environmental regulation and energy law, with particular specialization in the authorization procedures for wind farms.
