Why is the IMO failing to Address Climate Change in Maritime Shipping? Decarbonization as a Market Governance Problem

About the seminar

The International Maritime Organization (IMO) has managed to address oil spills and other naijor polution problems, yet it has so far failed to adopt effective decarbonization policies for the maritime transport industry. This paper argues that decarbonizing shipping is a "market problem" rather than a "marine pollution problem", and that the IMO does not have the mandate or the capacities to regulate shipping markets. Policymakers thus need to look beyond the IMO to address shipping's emission problem. 

About the speaker

Jan Stockbruegger a postdoctoral research fellow at the Ocean Infrastructure Research Group at the Department of Political Science at the University of Copenhagen. He studies global ocean politics and the maritime transport industry, including private maritime security, climate change, sanctions evasion, and the environmental threats of  substandard "shadow tankers". He received his PhD in Political Science from Brown University in 2021.
