The Centre for International Law and Governance, Faculty of Law, University of Copenhagen, and the Frank Guarini Center, New York University School of Law are happy to announce the IV TRAMEREN International Conference on Enhancing Climate Action beyond the State, which will take place in Copenhagen, Denmark, on the 1st and 2nd of June 2022.

With the Paris Agreement entering into force in November 2016, 193 parties have committed to collectively combat climate change on a global scale. The goal was set to limit global temperature warming to well below 2 degrees, aiming at 1.5 degrees Celsius above pre-industrial levels. In order to achieve this goal, the Agreement introduced the concept of nationally determined contributions (NDCs), in which states are to put forward their best efforts for reducing emissions. However, the past years have shown that states’ NDC pledges are not ambitious enough in order to achieve the goals of the Paris Agreement. As a result, other stakeholders such as sub- and non-state actors are becoming increasingly important in bridging governance gaps and enhancing climate action, which has been demonstrated by programs like the Lima-Paris Action Agenda (LPAA) and the Non-state Actor Zone for Climate Action (NAZCA). Consequently, an examination of the different sub- and non-state actors is crucial in defining a way forward in global climate governance. 

Against this background, the conference aims to explore in an interdisciplinary manner how sub- and non-state actors, such as cities, civil society groups, international organizations, businesses and others can enhance climate action in order to achieve the Paris Agreement goals.
