Maas coauthors proposal to UN High-Level Panel on Digital Cooperation

Matthijs Maas, a PhD Fellow at the Centre for International Law, Conflict and Crisis (CILCC), and member of the AI-LeD research group, has contributed to a recent joint submission—along with researchers from Cambridge University's Centre for the Study of Existential Risk, and Oxford University's Center for the Governance of AI (Future of Humanity Institute)—to the call by the UN Secretary-General’s High-level Panel on Digital Cooperation.

This panel was established by UN Secretary-General Guterres in July 2018, to identify good examples and propose modalities for working cooperatively across sectors, disciplines and borders to address challenges in the digital age. It is co-chaired by Melinda Gates and Jack Ma.

In their submission, entitled ‘A Proposal for International AI Governance’, the authors set out a range of transboundary policy problems which AI will pose in both the short- and the long term. The proposal argues that the governance of AI should be anchored to a regime under the UN which is inclusive (of multiple stakeholders), anticipatory (of fast-progressing AI technologies and impacts), responsive (to the rapidly evolving technology and its uses) and reflexive (critically reviews and updates its policy principles). The proposal sets out four objectives—Coordination, Comprehensive Coverage, Cooperation over Competition, Collective Benefit—for AI governance. Finally, it proposes some concrete options for the international governance of AI, including:

- A Coordinator and Catalyser of International AI Law

- An Intergovernmental Panel on AI (IPAI)

- A UN AI Research Organisation (UNAIRO)
